What does the term “Block Grant” mean for AIP Funding?

The State Block Grant Program (SBGP) is a program through which participating states assume the responsibility for the administration and allocation of Airport Improvement Program (AIP) grant money for nonprimary airports in that state. What this essentially means is that the grant obligations that are required for AIP-funded projects are carried out between airport sponsors and the state government in block grant states rather than between airport sponsors and the FAA. The same grant assurances and eligibility requirements for projects apply whether or not the state participates in the SBGP.
