Clear Creek Parkway Takes Home Best Municipal Street & Intersection Paving Project Award

The American Concrete Pavement Association, MO/KS Chapter, has awarded Clear Creek Parkway the best Portland Cement Concrete Municipal Street & Intersection (<30,000 SY) Paving Project in the state of Kansas 2017. McClure Engineering Company (MEC) was the design engineer of record for the roadway, which connects Clare Road and Hedge Lane Terrace in Shawnee, Kan. The firm provided the initial survey, preliminary and final design, construction staking, observed construction, and final as-built surveys and drawings.

The work included land acquisition, permitting, intersection, and road layout for three major intersections at a roundabout, as well as grading, storm sewer facilities, decorative lighting that syncs with the existing K-7 bridge aesthetic, coordination for common utility services, pavement design, and sidewalks, and added signage for a recreational trail and the roadway.

Preliminary plans on the one-mile, three-lane Clear Creek Parkway proposed two options for the City of Shawnee: concrete or asphalt. “The City wanted the roundabout to be concrete, but the mainline had a base bid of asphalt and an alternate bid of concrete,” said Paul Parks, P.E., senior project engineer on Clear Creek Parkway.

The City of Shawnee evaluated its paving options by performing a 30-year lifecycle cost analysis. It reviewed the total economic worth of the project by analyzing initial and discounted future costs, which included initial construction, maintenance, user cost, reconstruction, rehabilitation, restoration, resurfacing, and salvage value. The City determined that concrete paving would require less overall maintenance and save the city more than $150,000 over the next three decades.

MEC partnered with Terracon and Landworks Studio on Clear Creek Parkway. “Coordination of the overall road­way design project with City staff, partners, and the adjacent development interests were critical to developing the corridor,” Parks said. All parties agreed to a cost-effective and integrated project delivery approach that allowed for an accelerated project schedule.

Award winners will be recognized at a luncheon on Feb. 20, 2018, in Kansas City, Mo. This is the second award Clear Creek Parkway has received.
