The City of Carlisle was ready to advance the first phase of its “Trails Master Plan,” but securing funding for the estimated $3.2 million project remained a challenge. This ambitious phase included key features such as a new bridge over the North River, an underpass at Scotch Ridge Road, enhancements through the Scotch Ridge Nature Park wetlands, and over three miles of new trail construction. To help make the project feasible, McClure partnered with the City to develop a strategic financing package that minimized the local funding burden while enabling the project to move forward.

Through careful coordination, McClure helped the City secure a funding structure that required only a 10% local match, unlocking the full $3.2 million needed for construction. The trail alignment was thoughtfully designed to connect key community assets, beginning at the future link to the Greater Des Moines Trail system and tying together Scotch Ridge Nature Park, Danamere Farms Iowa Natural Heritage Foundation Site, Carlisle Middle School, Danamere Farms Conservation Development, Lindhart Park, the Carlisle Aquatic Center, and the Summerset Trail—creating a transformative, community-focused trail network.
