Davenport Municipal Airport, Fuel Facility Modernization

The existing underground fuel storage tanks (USTs) at the Davenport Municipal Airport, originally installed in the early 1950s, had deteriorated significantly, forcing the airport to spend excessive operating capital to prevent fuel leaks into the surrounding soil. In addition, the airport was incurring unnecessary insurance premiums associated with underground tanks—costs that could be eliminated by transitioning to an above-ground storage system. Due to the poor condition of the USTs, McClure assisted the airport in securing a $225,000 grant through the Iowa DOT Office of Aviation to fund the design and construction of a modernized fuel facility. After the grant was successfully awarded, McClure was retained to provide design, bidding, and construction oversight services.
The project’s major components included two 20,000-gallon above-ground storage tanks—one for AvGas (100LL) and one for Jet-A—along with a full-service dispensing system for each fuel type and an additional self-service dispensing system for AvGas (100LL). The facility also included an Automated Fueling Terminal System, a Fuel Master 3505 Plus Fuel Management System enabling self-service via a credit card terminal, and a Veeder-Root TLS 450 Plus automatic fuel tank gauge console system capable of providing fuel and compliance information remotely. Additional features included an overhead light pole with foundation and luminaire, a catwalk system with stairs and a bridging platform connecting the tanks, an 8-inch reinforced concrete pad with a 6-inch curb, protective bollards for vehicle safety, and the removal of the existing USTs at four separate locations.

Highlights
- To provide the Airport with maximum funding flexibility, McClure prepared a bid package with six (6) add alternates and three (3) deduct alternates
- McClure’s approach allowed the Airport to individually select from a list of bid items which components they wanted to include or omit into the project after reviewing their associated costs
