Des Moines Cold Storage had sold some existing facilities and was desiring to apply the proceeds of that sale on a new facility along Vandalia Road in Des Moines, Iowa. The new facility would be a state of the art frozen food storage operation. The site would be served by truck off Vandalia and rail from the BNSF mainline to the south. To accommodate the rail access, an extension of an existing rail spur was essential to the operation of this project. This project needed to be rezoned, planned, permitted and under construction in the summer of 2016 to meet the aggressive schedule established by the owner.

McClure successfully navigated the City of Des Moines rezoning and site plan approval process in the timeline required by the owner. McClure worked simultaneously with the City of Des Moines to get all zoning and site plan approvals, coordinated with the City of Des Moines Engineering Department on an adjacent public improvement project being completed by the City, coordinated with Des Moines Water Works on a connection to a 30-inch water main to provide appropriate fire protection, ushered the wastewater monitoring system through the Wastewater Reclamation Association (WRA), and approvals from BNSF to allow for the construction of the new rail spur.
