McKinley Avenue is a minor arterial located in a predominantly residential neighborhood. While improvements had previously been made at each end of the corridor, the majority of the roadway remained a two-lane rural section lacking curb and gutter, with limited storm sewer, restricted sight distances, and significant grade variations. The existing sidewalk was only located on the north side of the roadway. McClure was selected to lead the project, providing a full range of services including surveying, sewer televising, traffic signal and geotechnical design, roadway and storm sewer design, lighting design, right-of-way and easement plat preparation, and public engagement through informational meetings and one-on-one coordination with residents and businesses.

As part of the planning phase, McClure developed and analyzed two conceptual designs: one featuring buffered bike lanes and another including a 10-foot multi-use trail. Following input from City staff, council members, and residents, the multi-use trail option was selected for implementation along the north side of the corridor. The final design includes full pavement reconstruction, profile redesign to improve sight distances, ADA-compliant sidewalks and driveways, storm sewer, subdrain, water main, retaining walls, stairs, traffic signal replacement at Southwest 9th Street, fiber interconnect, street lighting, and detailed staging plans to maintain access to homes during construction. McClure also coordinated extensive utility relocations due to conflicts with high- and low-pressure gas mains, a major fiber duct, a Des Moines Water Works main, and overhead electrical infrastructure.
