McClure partnered with the Mahaska Chamber and Development Group, Mahaska County, and the City of Oskaloosa to lead a comprehensive feasibility study for a proposed transload facility adjacent to Innovation Park in Oskaloosa, Iowa. The study, funded by the Iowa DOT, evaluated the economic, logistical, and environmental benefits of constructing a rail port to efficiently transfer freight between truck and rail. With direct access to the Union Pacific Railroad and proximity to key highways, the 27-acre site offers strategic advantages for regional and national freight movement.
The study concluded that the facility would significantly enhance southeastern Iowa’s freight infrastructure, reduce transportation costs, and support local economic growth. A benefit-cost analysis revealed a projected return of $31.8 million in benefits versus $3.6 million in capital costs, yielding a benefit-cost ratio of 8.85. The conceptual site layout, demand analysis, and funding strategy position the project for scalable development, with strong interest from private partners and Union Pacific. The project is expected to strengthen Oskaloosa’s economic competitiveness, support existing industries, and attract new businesses to Innovation Park and the surrounding region.
