Wastewater Treatment Plant

Evansdale’s wastewater treatment facility is located on the “wet” side of the City’s flood protection levee on the Cedar River and suffered extensive damage from flooding from 2008 and 2016. After the plant was repaired and returned to operation, the City received a new NPDES permit which required the construction of disinfection technology, as well as compliance with Iowa Nutrient Reduction Strategy Goals for reducing Total Nitrogen and Total Phosphorous discharges.
Due to the facility’s location in the regulatory floodway and these new requirements, the City partnered with McClure to develop a long-term Facility Plan for improvements. The City elected to move forward with improvements to the existing facility rather than construction of a new facility. The $9 million rehabilitation project included construction of a new UV disinfection system with effluent pumping, new Headworks building, new anaerobic/anoxic selector tank with recycle pumping for BNR, sludge pumping improvements, flood protection levees, and miscellaneous improvements to existing processes to extend their useful lives. The recommended improvements significantly reduced the anticipated capital costs of the project, while reducing effluent nitrogen and phosphorous entering the Cedar River.
