Waverly Municipal Airport, Land Acquisition

The Waverly Municipal Airport needed to acquire approximately 70 acres of private property to support the planned extension of Runway 11-29 and meet FAA safety requirements. This included 35 acres for the runway extension and an additional 35 acres to protect building restriction lines, runway safety areas, and approach zones. The land acquisition involved six different property owners and required both fee simple purchases and avigation easements.
McClure assisted the City of Waverly in submitting a federal pre-application requesting approximately $1.3 million in funding to support the acquisition. In the summer of 2012, the FAA authorized the City to move forward with the process. McClure was then contracted to complete Phases I and II of the land acquisition in compliance with the Uniform Relocation Assistance and Real Property Acquisition Act of 1970.
Phase I services included finalizing the Exhibit A Property Map, confirming parcel boundaries with the FAA, initiating landowner contact, holding individual meetings, and gauging willingness to sell. Phase II services involved preparing survey plats, coordinating environmental site assessments, and managing both primary and review appraisals with qualified professionals. The City of Waverly completed Phase III services in-house, handling the written offers, negotiations, and property closings directly with landowners.
