Project Overview

The Council Bluffs Municipal Airport (CBF) is a vibrant and growing public use airport located strategically along the I-80 corridor in western Iowa that provides both private and corporate operation aviation services to the Council Bluffs and Omaha (NE) metro area. The Airport has expressed their need to expand their aircraft storage capacity to meet the needs of the Airport’s new Fix Based Operator (FBO), whom they recently went through a procurement process to bring on board and are working through development of a long-term lease agreement. Additionally, the Airport has a critical goal of separating corporate aircraft traffic from GA and flight school traffic. McClure has been tasked to perform site verification services and grading/drainage design for the entire proposed North Executive Campus (NEC) that will serve as the new home of corporate aircraft traffic and short- and long-term storage. This infrastructure investment will allow the Airport to establish a campus that promotes the growth of aircraft charter and transient business aircraft traffic.

McClure’s role in the project includes verifying existing site conditions and layout and performing grading and drainage design for the proposed site. McClure, with input from the Owner, stakeholders, and the FAA, will develop three (3) preliminary site layout options, taking into consideration potential NEC tenants and their requirements to site layout, utility layout, apron layout (to meet tenant fleet mix needs) and taxiway and taxilane layout. Once a preferred layout is chosen, McClure will design and prepare a grading and drainage package for bidding in order to grade the site to proposed elevations in order for the Owner to move into the future phases of paving the NEC taxiways, taxilanes, aprons, building pads and overall site.

Project Highlights:

The project site sits up to 13 feet higher than the adjacent runways, taxiway, and landside roadways. An estimated 200,000 cubic yards of earth must be removed from the site to facilitate the proposed improvements. McClure intends to work with the client to look for ways to regrade existing slopes on-site to keep as much of the dirt on-site as possible. Additionally, through working with local earthwork contractors who are in need of fill dirt, McClure plans to look for any possible to help the Owner cut costs on this important project to kickstart the North Executive Campus at CBF.
