The Council Bluffs Municipal Airport (CBF) is a dynamic and growing public-use airport strategically located along the I-80 corridor in western Iowa, serving both private and corporate aviation needs for the Council Bluffs and Omaha metro area. To support its expansion, the Airport has identified the need for increased aircraft storage capacity, particularly to accommodate its newly selected Fixed Base Operator (FBO). As part of this effort, the Airport is also prioritizing the separation of corporate aircraft traffic from general aviation and flight school operations. To achieve these goals, McClure has been engaged to provide site verification services and grading and drainage design for the proposed North Executive Campus (NEC), which will serve as the primary hub for corporate aircraft operations and both short- and long-term storage. This investment will enhance the Airport’s infrastructure, fostering growth in aircraft charter services and transient business aviation traffic.McClure’s role includes verifying existing site conditions, developing grading and drainage plans, and collaborating with the Airport, stakeholders, and the FAA to create three preliminary site layout options. These layouts will consider potential NEC tenants, utility and apron configurations, fleet mix requirements, and taxiway and taxilane alignments. Once a preferred layout is selected, McClure will finalize the grading and drainage design package for bidding, setting the stage for future phases of development, including taxiways, taxilanes, aprons, building pads, and overall site improvements.

To meet increasing demand and support its new Fixed Base Operator (FBO), the Airport identified the need to expand aircraft storage capacity and develop a long-term lease agreement. A key goal of this initiative is to separate corporate aircraft traffic from general aviation and flight school operations, improving safety and efficiency for all users.

McClure was tasked with site verification and grading/drainage design for the proposed North Executive Campus (NEC), a 36- acre development that will accommodate corporate aircraft traffic and short- and long-term storage. Working closely with the Owner, stakeholders, and FAA, McClure developed three preliminary layout options considering tenant needs for utilities, aprons, taxiways, and taxilanes. After selecting the preferred layout, McClure prepared a grading and drainage design package for bidding, enabling the Airport to move forward with future phases of paving and site development. This investment will position CBF as a premier destination for corporate aviation, supporting growth in charter and transient business aircraft traffic.
