This project replaces four existing lagoon wastewater treatment facilities with a single, centralized mechanical wastewater treatment plant (WWTP) at the South Lagoon site, supported by coordinated pump station infrastructure.

Project Overview

To meet new effluent limitations for ammonia and E. coli established by the Missouri Department of Natural Resources (DNR) and the EPA, Higginsville initiated the transition from lagoon-based treatment to a mechanical system. The existing facilities were unable to meet updated standards, driving the need for a more advanced solution.

The new centralized plant utilizes the Aero-Mod Activated Sludge Treatment System, replacing passive treatment with a controlled mechanical process. This shift requires reliable conveyance throughout the system, where pump station infrastructure plays an essential role in maintaining consistent wastewater flow between collection and treatment.

Construction Progress and Pump Station Integration

A phased approach to the project improvements was selected to maximize grant funding resources and available project financing. Construction of Phase 1, the new WWTP, began in April 2024 . Initial startup of the treatment facility took place in November 2025, and construction was completed in February 2026.

Phase 2 includes the construction of a new pump station and force main located on Business 13 to pump flows from the existing North Lagoon to the new WWTP. Construction of Phase 2 is anticipated to begin in late 2026.

Phase 3 includes the construction of two pump stations located near the I-70 interchange and associated force main to connect the existing I-70 South and I-70 North Lagoons to the new WWTP. Construction of Phase 3 improvements will be initiated upon completion of Phase 2.

As construction advances, coordination between treatment processes and pump station infrastructure remains a key component in preparing the system for full operation.

The Higginsville wastewater project represents a generational upgrade, from four aging lagoon systems to a single, modern mechanical plant supported by updated pump station infrastructure.
