As part of the City of Cedar Rapids’ Paving for Progress program, funded by the Local Option Sales Tax, a segment of C Avenue was identified for reconstruction due to its classification as a minor arterial and corresponding traffic volumes. The project area included 30 residential properties, one commercial property, and Cedar Memorial Cemetery, making it essential to maintain access to adjacent properties throughout construction. The corridor’s limited width, narrower than typical arterial roadways, presented a challenge in terms of construction workspace and staging.

McClure prepared a functional design report that established a phased construction plan to maintain residential access while remaining constructible within the constrained corridor. In alignment with the City’s Complete Streets Policy, sidewalks were constructed on both sides of C Avenue for the full length of the project. McClure also designed a typical section featuring two six-foot-wide bike lanes located between the travel lanes and curb. This was achieved without increasing the original curb-to-curb width by reducing the lane widths from 12 feet to 11 feet. Public engagement included two open house meetings, both of which were well attended and provided valuable feedback. Several public comments led to minor revisions in the final project plans.
