The City of Decorah, Iowa selected McClure to provide preliminary and final design services for the reconstruction of approximately 1.3 miles of roadway. The project scope included full-depth pavement reconstruction, storm sewer enhancements, and new sidewalk installation. To improve multimodal access, the existing 24-foot roadway was widened to 40 feet to accommodate bike lanes on both sides within the existing right-of-way. The design also included full replacement of culverts and storm pipes, as well as the installation of a joint utility trench in coordination with Alliant Energy to relocate overhead utilities underground. Funded through the SWAP program, McClure managed all design aspects, including traffic studies, concept planning, surveying, geotechnical analysis, permitting, and final roadway and traffic design. Construction was completed in 2020, with the corridor reopened to traffic in November.

Beyond roadway improvements, the project addressed longstanding stormwater and drainage concerns driven by upstream development. Erosion through limestone ditches and a 10-foot drop at a culvert outlet had created major infrastructure challenges. McClure designed a comprehensive stormwater system to handle increased runoff from the widened roadway and mitigate regional flooding impacts. The solution included approximately 600 feet of gabion walls and erosion stone to stabilize the channel, along with the reconstruction of a 25-foot-high embankment as a reinforced soil slope—ensuring long-term structural integrity while minimizing impacts to adjacent properties.
