McClure was selected by Lincoln County to design a replacement bridge on 5th Street in Elsberry, Missouri, utilizing Off-System Bridge Replacement and Rehabilitation Program (BRO) funding. Located within city limits, the project required close coordination between the County and the City, a role McClure facilitated throughout design and delivery.

The bridge design features precast concrete box girders supported by Geosynthetic Reinforced Soil–Integrated Bridge System (GRS-IBS) abutments, which are keyed into native limestone. This innovative system uses masonry blocks, geotextile fabric, and compacted gravel in layered construction to form a rigid and stable bearing surface, while also reducing scour potential. The new structure was lengthened to improve hydraulic capacity, widened to enhance traffic safety, and equipped with extended guardrails for added protection. McClure provided a full suite of services including surveying, hydraulic analysis, geotechnical engineering, right-of-way negotiations, utility coordination, permitting, bidding assistance, construction observation, and materials testing coordination.
