ADAMS STREET RECONSTRUCTION – CARROLL, IA

Project Overview

McClure partnered with the City of Carroll on the first municipal street reconstruction project the city undertook in over 40 years.  McClure was tasked with providing topographic survey and design services, assistance with funding development, bidding and limited construction support services for the 7-block reconstruction project on Adams Street from US 30 to 13th Street.  The project included removal and replacement of roadway pavement, sidewalk and ADA curb ramp improvements, complete municipal utility replacement including sanitary sewer, watermain and storm sewer, partial replacement of sanitary sewer and water service lines, and other associated work.

Project Highlights:

  • The project corridor included a portion of the city downtown business district and an elementary school. McClure developed staging plans to mitigate impacts to businesses and school traffic during construction.
  • McClure assisted in preparation of Special Assessment plats and schedules for private utility connections associated with the project. McClure facilitated discussions with properties owners and city leaders to develop desired Special Assessment strategy.
  • The low bid for the project was approximately 5% under the engineer’s estimate.
  • The first phase of the project is scheduled to be completed ahead of schedule.
