McClure led both the preliminary study and full design for a new pedestrian underpass beneath U.S. Highway 63 on the campus of Missouri University of Science and Technology (Missouri S&T). The highway bisects the campus, separating the main dormitory facilities from the academic buildings, creating a critical need for a safe and accessible pedestrian connection. In alignment with the University’s master plan, the project included roadway improvements to Highway 63, installation of a precast arch underpass, utility relocations, pedestrian promenade enhancements, and upgraded site lighting. Phasing and scheduling were essential to minimize roadway closures and disruptions to students and faculty throughout construction.

Initially, McClure conducted a programming study, collaborating with university stakeholders to evaluate various structural options and user experience enhancements for the underpass. Based on the study’s findings, the University elected to move forward with both the underpass and surrounding promenade improvements. McClure proceeded to develop full design documents and identified several scheduling and phasing challenges during the design process. To address these, McClure recommended a Construction Manager at Risk (CMR) delivery method, which would enable early procurement of long-lead items, provide phased construction planning, and allow for ongoing cost estimation to maintain budget control. Although Missouri S&T issued a Request for Qualifications for CMR services, only two submittals were received due to limited contractor availability at the time. As a result, the University opted to pursue an alternative project delivery method.

  • Coordinated closely with stakeholders—including campus police, MoDOT, emergency services, university leadership, and department heads—to plan construction phasing that minimized disruptions to campus and public operations
  • Evaluated multiple underpass structure types, ultimately selecting a precast arch system to reduce long-term maintenance and limit Highway 63 closure duration; construction was completed ahead of schedule
  • Collaborated with Missouri S&T staff to design a lighted mural along the underpass walls, enhancing safety and the overall pedestrian experience
