REHABILITATION RUNWAY 13/31 & CONSTRUCT PARALLEL TAXIWAY B
McClure played an instrumental role in helping the City of Iowa Falls secure two grants from the FAA for 100% funding in the same year to reconstruct their existing Runway 13/31 and construct a new Parallel Taxiway B. The City is ecstatic to have received this 100% funding for both projects as the City will have to expend zero dollars to complete the projects, which is very unique, especially in the same year.
The City enlisted McClure’s professional services for design, bidding, and construction administration services for both projects simultaneously.
Rehabilitate Runway 13/31
Runway 13/31 is plagued by climate related cracking that has increasingly progressed over the past few years. Given four different design options, the Airport decided to apply an unbonded PCC overlay of the existing flexible pavement. This design option is able to utilize the strength of the existing soil conditions and asphalt runway for subgrade and subbase. This option also ensures positive transverse drainage. The scope of work will also include crack repair and seal, full depth slab replacement, cold milling, joint sealing, installing pavement markings, installing new underdrain and removing/re-installing electrical system (runway edge lights, taxiway edge lights, threshold lights, guidance signs, and runway end identifier lights).
Construct Parallel Taxiway B
With Phase 1 of the Parallel Taxiway B completed in 2017, the intention was to phase the remaining two-thirds of the parallel taxiway project over two more phases due to funding. However, in May 2019, the Airport received word that this project had been selected as one of three airport projects in the State of Iowa to receive 100% funding through the FAA’s Supplemental Appropriation program. The $3.8M project includes construction of the remaining north portion of the full parallel taxiway, 3,600’x35’ of PCC pavement, a taxiway connector B2, medium-intensity taxiway lighting (MITL), drainage work, and pavement markings. The project will improve the functionality and safety for the flying public by eliminating the need to back-taxi on the existing runway.
Both the City and McClure knew the Runway job was coming up soon in the City’s AIP schedule. When it was learned the Taxiway B project was going to be moving forward with 100% funding in May 2019, McClure approached the City and the FAA about the idea of completing the Runway project at the same time in order to have the Airport shut down only once to complete both projects. The FAA agreed and moved forward with the project, which will save the City, Airport and the FAA money due to efficiencies of having both projects completed at the same time.
